This is to ensure that there is proper water drainage. Surface drainage is always more efficient than underground drainage. Because of our long, harsh winters, underground drainage can become frozen and heave at times. Surface drainage is superior in a way that you can control where you want the water to run. However, having said that, some provisions that would hinder proper surface drainage would be buildings lower than the natural lay of the land, water tables in the ground, etc.
